That's actually kind of amusing ... in a distinctively ecchi way. I'm not sure what to make of it beyond that - I share your doubt that it would catch on in the US, though, especially in these neoconservative days.

Reminds me of a Boston Public episode, where apparently some student ran an article in the school newspaper about how women could give themselves orgasms by self breast massage, and thus didn't need to have sex to feel good.

...It also reminds me of a joke "advertisement" I saw once on the web...kind of a 50's public service announcement poster parody about masturbation. "Other people are icky and disease ridden!"
